Submit Public Comments on the Red Oak Power Plant Project
PSC Docket #9837-CE-100
Residents and property owners are encouraged to submit public comments to the Public Service Commission of Wisconsin (PSC) regarding the proposed Red Oak Power Plant Project.
All comments must reference Docket #9837-CE-100 to be included in the official record.
Environmental Impact Statement (EIS) Comment Deadline- February 13, 2026
The February 13 deadline applies specifically to comments related to the Environmental Impact Statement (EIS). This is the appropriate time to submit environmental concerns, including but not limited to:

Stormwater runoff and drainage impacts

Groundwater and private well concerns

Drilling of deep wells near existing wells

Impacts to agricultural land and livestock (including cattle)
-
Long-term environmental and land-use effects
Comments related to the overall project may still be submitted after February 13; however, environmental concerns should be submitted by this deadline to ensure they are considered as part of the EIS review.

Red Oak Ridge Energy Center is a proposed natural gas peaker facility that will bring new jobs and revenue to the area while generating domestic energy during times of high demand.

Red Oak Ridge November 25, 2025 Presentation
Invenergy, the company that developed the Paris Solar project, has filed a preliminary engineering plan with the Department of Natural Resources (WDNR) in the first step to filing for a Certificate of Public Convenience and Necessity (CPCN) to build a 1,210 MW gas turbine power plant in Kenosha County.
Their preferred site is on lands that are currently in the Town of Paris. The site being proposed is in the City of Kenosha and Village of Somers growth areas, just north of the proposed MicroSoft data center. If the project is approved by the State PSC, those lands would be transferred into the city or village as per the 2017 intergovernmental agreement. The PSC requires the developer to identify a secondary site. Invenergy has identified a 58 acre parcel in the Town of Paris on the west side of 172nd Ave, near the existing substation.
As the first step in seeking approval of a generating plant, a developer submits an engineering plan to the PSC whereby they identify the boundaries of the sites that they are proposing - both their primary and secondary sites.
We are attaching a link below if you wish to read the plan. If the WDNR does not identify major issues with the sites, then the developer would submit a formal application to the PSC and the full review process for a determination of a CPCN would follow. This process allows for public hearings, submittal of public comments and a hearing by the PSC. For a project of this size, the approval will come from the PSC and no local approvals are required.
